Thank you for your question. The simple answer is that you can measure either, and your replacement cover will fit fine. If your cover was still in good shape, and you liked how it fit your hot tub, you could easily measure it and provide those dimensions so it could be easily replicated.
Since your cover was damaged, the hot tub itself can easily be measured to provide the specifications for your replacement cover. In this case, BE SURE to measure from the outside edge of the acrylic lip of the tub, across to the outside edge on the side across from it. When measuring the overall length and width, ignore any rounded or cut corners. This will insure the cover will indeed fit and the skirt of the cover will hang down to protect the outside of the acrylic from the sun.
